About IMMC
IMMC - the Integrated Malaria Management Consortium was created to bring together
the full range of skills and experience needed to plan and manage integrated malaria
management initiatives.

The IMM Consortium is incorporated as IMMC Inc., a not-for-profit corporation in the
State of New York in the United States. It is registering (appplication pending) as a
tax exempt organization under the IRS 501(c)(3) regulations.

|
An organization is only as good as the people involved. The IMM Consortium brings together
a world class group of people who have hundreds of years relevant experience. The IMMC team
includes entomologists who know a lot about the science and behavior of mosquitoes, medical
experts who know a lot about identifying malaria and treating it, practical operations experts
who know about handling chemicals, logistics, supervising operations, training and other practical
matters, experts in the chemistry and biology of agents to kill mosquitoes at all stages of their
life cycle and, last but not least, accountants and financial analysis to address the issues of
cost, financial control and performance effectiveness.

IMMC operates in many places, and is linked together by: (1) a common purpose and interest; (2)
relevant data flows; and, (3) Internet connectivity. IMMC is practical while being virtual, with
contact from community level to a global set of scientific and management information.

IMMC operates in cooperation with people and organizations that are located in places where
malaria is a health issue. IMMC has a community centric focus ... and structures its operations
in support of what is needed in the community to reduce the burden of malaria. The activities
in a community have many of the characteristics of a US Mosquito Abatement District.
Some of the community level organisations that can cooperate with IMMC at the local level
include: (1) local telecentres; (2) local health clinics and/or hospitals; (3) local Church
parishes; (4) a local school or university; (5) a local youth group or organization; (6) the
local presence of an international or national NGO; (7) the local presence of the national
government; and especially, (6) local community leadership.
IMMC operates with information. Data about the environment, the mosquitoes, the malaria, the
people, the activities, and the results are needed to design optimized interventions and
ensure cost effective results. Most of the optimization can be done using the data locally
to undertake activities locally. The data are monitored globally to ensure that there is
early warning about failing interventions caused by mutations in the biology of the
mosquitoes and malaria.

The world is drowning in information and mis-information ... and success is now, more than
ever, not only about having the best mousetrap, but letting people know that this mousetrap is
available, and where and how it is available. One of the sad side effects of modern technology
is that the economic advantage of volume makes it is easy for a popular bad idea to win over
a little known excellent idea. It has always been so ... but the modern era magnifies this
problem. Accordingly IMMC has to operate to become popular, and take advantage of the economic
advantage of scale.

The most important resource for the success of the IMM approach to reduction of malaria is
local effort. But local effort, on its own will not achieve great success because there is
scientific data and specialized knowledge that is not locally available, there is often a
shortage of local funding to pay for supplies, equipment and services ... insecticides,
larvacides, malaria drugs, spraying equipment, transport equipment, microscopes, phones,
computers, Internet access, etc. Some funding in cash and kind is needed to make local
effort productive so that results are achieved.
Funds and donations in kind are used by IMMC to help community initiatives accomplish what
local effort cannot do on their own. This includes organizing and maintaining a human
resource infrastructure and a data system so that world class advice and support is
easily available everywhere for IMM activities.
There is a growing awareness of the malaria crisis in Africa, and an increasing amount
of money is being committed to malaria interventions by the international relief and
development community ... including the Global Fund for AIDS, Tuberculosis and Malaria
(GFATM), the USAID's President's Malaria Initiative (PMI), initiatives by individual
European Countries, the European Union and Japan. In addition there are growing fund
flows originating with individual and corporate philanthropic organizations ... including
the Bill and Melinda Gates Foundation, but the funding committed to ending the malaria
crisis is still not enough.
